BUSINESS ACTIVITY IN TERRITORIAL COMMUNITIES: ESSENCE AND TASK

ANNOTATION
The article examines the essence of entrepreneurial activity in territorial communities of Ukraine in the context of decentralization and transformation of the administrative-territorial structure. The emphasis is on the importance of entrepreneurship as a key tool for ensuring sustainable development of communities, and increasing their economic efficiency and competitiveness. The article examines the current challenges that business structures face at the local level, including limited access to financial resources, weak institutional support, limited sales markets, and insufficient level of managerial competencies.
The key tasks of business activity are identified, in particular, job creation, development of social infrastructure, increasing the well-being of the local population, and reducing unemployment. Considerable attention is paid to the introduction of innovative mechanisms and modern technologies to stimulate business development, which allows territorial communities to strengthen their investment attractiveness and ensure sustainable economic growth.
A multi-level model to support entrepreneurship is proposed, covering financial and investment, educational and consulting, and innovation and technological aspects. The role of state and local authorities, support funds, educational and scientific institutions, public organizations, as well as international partners in the development of the business environment at the local level is described. Special emphasis is placed on the importance of intermunicipal cooperation and the involvement of grant programs to support business initiatives. The legislative aspects of regulating entrepreneurial activity are analyzed. The role of applying successful international practices and their adaptation to the needs of Ukrainian communities is substantiated. The results of the study will contribute to the formation of practical recommendations for local authorities and businesses on creating a favorable entrepreneurial climate, which will ensure socio-economic stability and improve the life quality of the population.
