ANNOTATION

The article emphasizes the importance of state regulation in innovation activities and the specific challenges involved in executing the state innovation policy in Ukraine. It describes the efforts made by state authorities to create favorable conditions for successful innovation at various organizational levels, which are regarded as part of state regulation. The article identifies a range of methods to stimulate innovation activities, particularly social methods aimed at organizing civic oversight of innovative projects and cultivating societal values related to creative development.

To evaluate the effectiveness of state regulation in innovation, the article references materials from a research project on the Global Innovation Index and data from the State Statistics Service of Ukraine concerning funding levels for research and development, as well as expenses related to innovation activities in enterprises. The findings suggest that the state regulation of innovation in Ukraine could be improved. The current martial law situation limits opportunities for a significant increase in budget funding for innovation development programs and projects. Therefore, enhancing the mechanisms of state regulation should focus on creating a supportive institutional environment that encourages investment in innovative projects from private and foreign sources. Building trust in the state investment policy and the organizations responsible for its implementation is a critical task.

Additionally, the article reviews key directions for state innovation regulation in several leading countries, noting that certain practices from these examples could be beneficial for Ukraine. It recommends placing greater emphasis on the unique characteristics and requirements of each region in the innovation policy implemented in Ukraine. Developing and implementing regional targeted programs for innovation development is suggested as a potential tool for improvement.
