MECHANISM OF FORMING THE HUMAN RESOURCES POTENTIAL OF LOCAL SELF-GOVERNMENT BODIES: ESSENCE AND FACTORS

ANNOTATION

The effective functioning of local self-government bodies largely depends on the quality of human resources, which ensures the exercise of their powers and fulfillment of their tasks. That is why the issue of mechanisms for the formation and development of the human resources potential of local self-government bodies is extremely relevant and requires a thorough study.

This research examines the mechanism of formation of the human resources potential of local self-government bodies, its essence and factors that influence it. The author emphasizes the importance of providing local self-government bodies with highly qualified and professional staff capable of effectively performing their duties and contributing to the development of territorial communities.

The article analyzes in detail the concept of “potential” and its constituent elements. The author emphasizes the need for an integrated approach to the formation of human resources, which includes not only the selection and placement of personnel but also their professional development, motivation, and creation of favorable conditions for the realization of their potential.

Particular attention is paid to the internal and external factors influencing the formation of the human resources potential of local self-government bodies. The author refers to internal factors such as organizational, financial, and human resources capabilities of local self-government bodies, as well as the developed personnel policy. External factors include the specifics of the sphere of government, the needs of socio-economic development of society, the characteristics of productive forces and industrial relations, and socio-demographic, socio-cultural, and migration processes.

The article delves into the essential principles of forming State personnel policy, crucial for the effective functioning of the State apparatus and societal progress. As such, these principles should center on ensuring social justice, complexity, and consistent implementation, balancing public interests with those of specific social groups, promoting professionalism, maintaining a balance between experienced employees and young talent, advocating for gender equality, and ensuring educational continuity.

The author highlights the importance of establishing effective and trustworthy mechanisms free from corruption, as well as ensuring suitable conditions to foster a unified management culture at all levels of government. The author also stresses the necessity to boost the motivation of local government employees, supporting their success, career advancement, and achievement of professional goals.

In the article, there is a comprehensive analysis of the theoretical and practical aspects of enhancing the human resources potential of local self-government bodies. It also provides recommendations for improving this process. The findings of the study could be valuable for researchers, civil servants, representatives of local self-government bodies, and individuals interested in human resources issues and the development of local self-government in Ukraine.
