CLASSIFICATION OF CLUSTERS IN MANAGING THE INNOVATION AND INVESTMENT DEVELOPMENT OF BUSINESS ASSOCIATIONS

ANNOTATION

The article delves into the issue of cluster classification in the context of managing innovation and investment development for business associations. The relevance of this topic is driven by globalization processes and rapid technological changes, which necessitate new clustering approaches to enhance enterprises' competitiveness and innovation potential. The article analyzes existing cluster typology approaches, including causal, structural-functional, and technological features, and notes that the lack of a unified classification of clusters limits integration and synergy among market participants. This limitation negatively impacts economic stability and development. The European experience demonstrates the significance of clusters in promoting regional development, innovation, and competitiveness. Clusters support the development of small and medium-sized enterprises, foster the green economy, and digital transformation, and integrate sustainable development and crisis response policies. However, they encounter challenges such as uneven development, high business closure rates, and the impact of global crises. Recommendations are proposed for creating a scientifically grounded classification of clusters that considers various features, as well as for implementing state support programs aimed at developing innovation, the green economy, and digital transformation. The article concludes that effective cluster management strategies are necessary to achieve sustainable economic development in the context of globalization. Additionally, it considers various approaches to cluster typology, ranging from spatial and economic to technological, each with their respective advantages and disadvantages. The assessment of the impact of global crises, such as the COVID-19 pandemic and russia's military aggression against Ukraine, emphasizes the need to develop flexible mechanisms to support businesses during crises. The EU experience can be used to improve cluster policies in Ukraine, enhancing its international competitiveness.
