ASSESSING PROSPECTS OF UKRAINE'S INNOVATIVE DEVELOPMENT BASED ON THE DATA OF THE “GLOBAL INNOVATION INDEX” PROJECT

ANNOTATION

The article explores the potential to evaluate the current situation and support Ukraine's innovative development using data from the Global Innovation Index project. By analyzing the ranking of countries based on the main index, its components, and a wide range of indicators, it is possible to identify problems and achievements in the implementation of innovation policies by individual governments and assess the dynamics of innovation development processes.

The research analyzes data from the Global Innovation Index regarding Ukraine's position in the respective ratings. Despite the state of its economy, Ukraine has shown high rates of innovative development in recent years. However, it has weak positions in terms of available resources and conditions for innovative activity. These characteristics of Ukraine's innovative development are long-term and have been observed during the martial law period.

The work identifies the strengths and weaknesses of Ukraine's innovative development based on the materials of the Global Innovation Index for 2019-2023. Among the strengths, the Index identifies the level of secondary and higher education, the use of information and communication technologies, and the results of online creativity. These benefits need to be considered when choosing the directions of Ukrainian innovative growth in the near and medium term. However, the significant problems are related to unsatisfactory institutional and financial support of innovative activities.

The article emphasizes that the challenges provided by the martial system in Ukraine should not be used as an excuse for stepping back from the execution of innovative policies. Instead, it is essential to improve the institutional environment for the development of innovative activities and implement opportunities for financing this activity from foreign sources.
