Waste management hierarchy: European and Ukrainian model

ANNOTATION

In Ukraine, the ecological and economic development can be described as anthropogenic, accompanied by a nature-intensive economy aimed at maximum use of natural resources. Today there is an urgent need to address the legislation on waste management within the framework of sustainable development of Ukraine's economy. Therefore, it is relevant to speak about implementing the European model of waste management as one of the biggest economic instruments. The issue of spontaneous landfills, the number of which is growing rapidly, is unresolved. Businesses pollute the environment with waste, which should be shipped to specialized landfills, or ideally recycled. In the draft of the Ukrainian model of waste management, landfills get some concern and in the future this issue needs an urgent solution. It should be noted that business entities are not interested in concluding agreements on waste disposal that causes appearance of numerous landfills, which have a negative impact on the environment.

The gap between the accumulation of waste and measures on preventing reuse of them, recycling and disposal aggravates the environmental crisis and slows down development of the state’s economy. Ukraine urgently needs reforming the legal and economic system to regulate the use of waste, as one of the key spheres of our economy, with consideration of the world and European experience. This shall maintain a balance between production and the environmental conditions, income acceptable for producers of such products, as well as an optimal state of the environment for the population.
