Paradigm of the state competitiveness in the digital economy

ANNOTATION

The article discusses rating of Ukraine and its neighboring countries by the Global Index of competitiveness of countries. It analyzes dynamics of alterations of the indices of Belarus, Hungary, Moldova, Poland, Russian Federation, Romania, Slovak Republic and Ukraine in the ratings of countries by the level of economy digitalization. It presents a polygon model of the countries competitiveness by the indices of competitiveness of digital economies. The research is focused on problematic aspects, especially, on those causing their low indices in digital economy. Poland should pay much attention to solve problems related with the lack of labor resources, automation of industrial operations and factor of virtual reality.

The authors study positions of Ukraine and neighboring countries in the ranking of the Global Competitiveness Index, and draw a parallel between that index. The researchers estimate the degree of Ukraine’s competitiveness in terms of digitization among the neighboring countries; compare positions of Ukraine and neighboring countries in the overall competitiveness ratings of various indicators, in particular: the index of business freedom, the index of freedom of labor, the index of monetary freedom, the index of freedom of trade. The authors analyze the dynamics of changes in the indices of the studied countries in the ranking by the level of digitalization, in particular, the global index of cyber law, the index of electronic participation, the global index of cybersecurity.

Moldova is recommended to apply the instruments of Gig-Economy with their ability to change the general character of employment. All suggested recommendations for improvement of ratings suggest improvement and unification of the legislative basis for raising cyber security, as well as the level of readiness of the central bodies to respond adequately on cyber attacks and cyber incidents on the national level.
