STATE REGULATION OF AGRO-INDUSTRIAL PRODUCTION: EXPERIENCE OF LVIV REGION

ANNOTATION
The article presents findings of the study on implementation of the Comprehensive program of support and development of agro-industrial production of Lviv region as an important and integral part of the process of state regulation of the agro-industrial complex. The Comprehensive program provides for funding of the relevant areas of agro-industrial production at the expense of state and regional budgets. For the last five years, state financial support has been provided by direct methods of support, i.e. direct funding of the relevant areas and programs.
It is determined that the state budget subsidizes the financial support programs that are important in terms of development of the agro-industrial complex of the region as a structural component of the agro-industrial complex of the state as a whole, in particular, the program of partial reimbursement of credit resources, financial support for development of animal husbandry, support for development of hop growing, planting young gardens, vineyards and berries.
It was emphasized that the use of regional budget funds is focused on those areas of agro-industrial development that are the most important for the region. Allocations from the regional budget are aimed to meet local needs of producers and to ensure development of priority areas for the region and branches of agro-industrial production.
It is established that effectiveness of the Comprehensive program of support and development of agro-industrial production of Lviv region is characterized by the indicators that mark positive changes in activities of agricultural producers. In particular, it is manifested in growth of the share of agricultural enterprises in the structure of gross agricultural output of the region, increase of the number of farms, improving their material and technical base. In addition, there are numerous problems, which are primarily related with the fair approach to distribution of budget funds.
