Foreign experience of the basin water management

ANNOTATION
The article identifies that the state system of water protection needs urgent reforming in the direction of transition to the integrated water management. For that purpose, the essence of the system of basin water management should be based on the international experience. It is established that it is a thorough approach to the implementation of the integrated safeguards recovery in priority watersheds and includes assessment of the watershed intelligence nature at state farms, the implementation of comprehensive measures of improvement in priority watersheds, checking and monitoring changes in the watershed class status, and mixing and grouping data on the program for national reporting. The state of the catchment is characterized by the available physico-biological characteristics and processes that affect the hydrological functions and soil characteristics necessary to support the aquatic ecosystem. The assessment of the status of the catchment is performed on the basis of a description of its status in terms of discrete categories, which reflect the state of viability or integrity in three classes of high, moderate or low assessment with geomorphological, hydrological and biotic integrity, compared to its natural state. The basin management system is presented as a cyclic process that includes six steps to classify the status of catchments; identifying priority catchments to be restored; implementation of a number of consecutive projects on priority catchments; tracking performance to monitor program performance; monitoring project implementation and monitoring processes for improving catchments or water flows. The article outlines the principles and objectives of the basin water management and means of their achievement, as well as describesthe experience of the USA in that area and prospects of its implementation in Ukraine.
