Evaluation of the level of enterprise innovativeness: problems and their solution – the EU experience

ANNOTATION

The purpose of this article is to present the main results of the study of possible ways of development of the methods for determining of the level of innovation of the enterprise and the corresponding system of indicators, adequate to the actual conditions. Intensification of competition requires from enterprises to focus their efforts primarily on the ability to become more innovative and to desire to strive to increase their level of innovations. It is currently the major factor for adequate increase of efficiency. In the situation, when the life cycle of a product is reduced and the market is more and more saturated, further development of the enterprise without the introduction of innovations can be hardly imagined. Innovativeness is the ability to create, implement and commercialize innovations. It secures the possibility to bring new and improved products, modernized technological and organizational-technical processes to the market. The ability of enterprises to get and to implement innovations is a symptom of its modernity, effectiveness and efficiency. Therefore, manifestation of enterprise innovativeness is the identification of its ability and inclination to introduce new methods, both technological, i.e. products-innovations and processes-innovations, and non-technological, i.e. marketing and organizational innovations. The identified problems, related to measuring of the level of innovativeness of the enterprise, are focused on two main areas: problems of selecting of appropriate measuring of the level of innovativeness and an aggregate evaluation of innovativeness of the enterprise on the basis of calculated indicators. Evalustion of innovation activity has been, and will always be a difficult process because of the problems with its quantification. Thus, it goes out beyond the frames of standard enterprise activity taking into account the creative nature of the process. For this reason, too doctrinal approach to measuring of the effects and mode of operation of innovative enterprises can lead to some reduction in their creativity. Therefore, the effectiveness of application of any methodology will depend on the skills of managers, on the correct choice of measures, and the quality level of the enterprise information system. It should be borne in mind that innovation introduction is a significant risk. Hence, it is important to have an appropriate system for determining of the level of efficiency of an enterprise, based on increase of its level of innovation. Thas situation entails a continuous work of improvement of the methods, used to determine and measure the level of innovativeness of the enterprise and formation of new conceptual approaches to the problem solution. Practically speaking, it deals with determination of the efficiency of innovation implementation, and the better enterprise's ability to master these innovations is, the higher level of innovativeness of this enterprise can be. In some way, it will assist in solving of the problem of a synthetic indicator of the level of innovativeness of the enterprise, which, along with the level of payback of investment in innovation, can be used to compare enterprises by the level of their innovativeness. Considering the conducted research, identified advantages and disadvantages of different approaches to interpretation of the concept of innovation, and establishing the level of innovativeness at the enterprise, as well as taking into account the existing level of innovativeness of enterprises in different branches in Ukraine, it is reasonable to recommend the following indicators for practical use in the process of identification of the specific quantitative characteristics of the specified index, particularly, the number of implemented innovations (as any new technology, types of products, their modernization or ways of sale, ways of arrangement of the enterprises operation); the share of innovation costs in the total cost of the enterprise; number of patents and other security documents; the value of intellectual capital per employee; share of sales of new products in the total sales; the relative benefits of innovation; rate of return on investment in innovation. In any case, two things are the most important for establishment of a system for assessing of the level of enterprise’s innovativeness in Ukraine: the effective state innovation policy and the effective state advisory service with the involvement of the scientific and advisory potential of higher education institutions.
