Efficiency of governance decentralization processes in Ukraine: challenges and perspectives

ANNOTATION

The article elaborates on different performance assessment aspectsof governance decentralizationprocesses within the context of ongoing local government reform in Ukrainebased on Zhovkva district in Lviv region. The article presents the results of studying the content, aim and tasks towards governance decentralization reforming in Ukraine and identification and scrutinyofmajor positive effectsand negative developments,which go along with this reform for the purpose ofidentifying possible ways for enhancing its implementation. The aim of governance decentralization processes in Ukraine is determined as devolution of considerable authority, resources and responsibilities from state authorities to local self-government bodies. Creation of comfortable and secure environment for people by establishing an effective government system at all levels (community- district- region) and delegationof maximum amount of relative authority to the level closest to every citizen - united territorial communities (UTC) that will have broad mandate and sufficient funds for handling all local affairs and hold it accountable,are justified and defined as the main policy challenge. Todaythe decentralization process had slowed slightlydue to the fact that significant proportion of planned UTCs have already been created as well as due to low activityof decentralization reform in certain regions.General assessment of the reform results and established within this process UTC shows much more positive developments than negative ones.For successful realization of decentralization reform it is necessary that UTC members, as territorial and social economic systems coordinate their actions to implement a set of measures aimed at providing conditions for the formation of a synergistic effect which will require a lot of coordinating and organizational activities and relevant scientific research to justify the perspective directions for UTCdevelopment, taking into account the identification and definition of the necessary effective ways of using their potential resources and developing appropriate strategy and tactics.
